OCR Complaint Status Update – Accessibility at Levelland ISD

I wanted to provide an update regarding the disability discrimination complaint I filed with the U.S. Department of Education's Office for Civil Rights (OCR) concerning accessibility at Levelland ISD.

OCR has officially accepted the complaint, determined it was filed in a timely manner, and confirmed that it has jurisdiction over the allegations. OCR has opened the case for investigation.

The complaint alleges that during the 2024–2025 school year, my daughter was denied equal access to the high school culinary arts program because the culinary lab was not physically accessible, resulting in her having to drop the class.

Rather than proceeding immediately through a full investigation, Levelland ISD has agreed to participate in OCR's Rapid Resolution Process (RRP). This process allows OCR to work with the district to seek a voluntary resolution that addresses the issues raised in the complaint.

It is important to understand that participation in the Rapid Resolution Process is not a finding that the district violated federal law, nor is it a dismissal of the complaint. OCR has not yet reached a determination on the merits of the case. The process is intended to resolve concerns more quickly when appropriate.

At this time, I am awaiting further information from OCR regarding the actions the district has agreed to take and how OCR will determine that those actions have been completed. I will continue to share factual updates as the process moves forward.

My goal has always been to ensure that students with disabilities have equal access to educational opportunities and that no student is forced to give up a class because school facilities are inaccessible.
